<p>LAGOS &#8211; Nigerian authorities plan to charge ex-US vice president Dick  Cheney in connection with a bribery scandal allegedly involving energy  firm Halliburton, a spokesman for the anti-graft agency said Thursday.</p>

<p>Asked  whether Cheney would be charged over the investigation into  construction of a liquefied natural gas plant in southern Nigeria, Femi  Babafemi said, &#8220;it&#8217;s true &#8230; definitely.&#8221;</p>
<p>The spokesman could not  give details on the charges that he says are likely to be filed next  week, but said &#8220;they are not unconnected to his role as the chief  executive of Halliburton.&#8221;</p>
<p>A prosecutor on the case said Cheney  would be charged jointly along with the former and current leadership of  Halliburton and others.</p>
<p>Officials from companies in a consortium  involved in the LNG plant would also be included in the charges to be  &#8220;placed before the court at the latest by Tuesday of next week,&#8221; said  Godwin Obla.</p>
<p>Cheney would face conspiracy charges and a Nigerian  judge would be asked to issue an arrest warrant for him that would be  transmitted to Interpol, said Obla.</p>
<p>&#8220;As the CEO of Halliburton, he has the responsibility for acts that occurred during that period,&#8221; Obla told AFP.</p>
<p>Nigeria&#8217;s  Guardian newspaper also reported that Cheney would be charged.  Halliburton&#8217;s office in Lagos would not comment when reached by phone.</p>
<p>Cheney served as head of Halliburton before becoming vice president under George W. Bush in 2000.</p>
<p>The  LNG case involves an alleged 182 million dollar cash-for-contract  scandal over 10 years until 2005 over construction of the LNG plant in  southern Nigeria. Halliburton has denied involvement in the allegations.</p>
<p>US  authorities said last year that Halliburton and its former subsidiary  Kellogg Brown and Root (KBR) had agreed to pay 579 million dollars in  fines related to the case.</p>
<p>It was one of the biggest fines ever paid by US companies in a foreign corruption case.</p>

<p>In October, a Nigerian court charged a personal aide to ex-president Olusegun Obasanjo in a related probe.</p>
<p>Earlier  this week, Nigerian anti-corruption authorities summoned a top local  official from Halliburton as part of the investigation.</p>
<p>Authorities  also raided Halliburton&#8217;s office in Lagos last week and detained 10  people &#8212; eight Nigerians and two expatriates &#8212; who have since been  released as investigations continue. Documents were taken as well.</p>
<p>Nigeria  is one of the world&#8217;s largest oil producers, but corruption remains  deeply entrenched. Non-governmental organisations consistently rank the  country as one of the world&#8217;s most corrupt.</p>
<p>Babafemi&#8217;s agency, the  Economic and Financial Crimes Commission, was established to probe  corruption allegations and has carried out a series of high-profile  prosecutions.</p>
<p>Cheney was one of the United States&#8217; most powerful  and controversial vice presidents, as well as a driving force behind  Bush&#8217;s &#8220;war on terror.&#8221;</p>
<p>He has struggled with a series of health problems related to heart ailments.</p>

<p>Compelling new evidence suggests the Nigerian  military killed four Ogoni elders whose murders led to the execution of  the playwright and activist Ken Saro-Wiwa in 1995.</p>

<p>The evidence also reveals that the notorious  military commander Lieutenant-Colonel Paul Okuntimo, whose troops were  implicated in murder and rape, was in the pay of Shell at the time of  the killings and was driven around in a Shell vehicle.</p>
<p>Since  the time of Saro-Wiwa&#8217;s death, Shell has insisted that it had no  financial relationship with the Nigerian military, although it has  admitted paying it &#8220;field allowances&#8221; on two occasions. It has  consistently denied any widespread collusion and <a id="KonaLink0" href="http://www.independent.co.uk/news/world/africa/ken-sarowiwa-was-framed-secret-evidence-shows-2151577.html#" target="undefined"><span style="color: blue;">payments</span></a>. However, <em>The Independent on Sunday </em>has  gained exclusive access to witness accounts that were to be used in  evidence in the case of Wiwa vs Shell, brought by Ken Saro-Wiwa&#8217;s  family. The case was settled last May for $15.5m, just days before it  was due to start in New York. The <a id="KonaLink1" href="http://www.independent.co.uk/news/world/africa/ken-sarowiwa-was-framed-secret-evidence-shows-2151577.html#" target="undefined"><span style="color: blue;">settlement</span></a> meant the testimonies were never made public.</p>
<p><span id="more-2716"></span></p>
<p>They provide fresh insight into Shell&#8217;s financial  and logistical involvement with the Nigerian military and with Lt-Col  Okuntimo.</p>
<p>One of the key witnesses due to  testify was Boniface Ejiogu, Lt-Col Okuntimo&#8217;s orderly in the Internal  Security Task Force, a coalition of army, navy and police. Mr Ejiogu  testified to standing guard as victims were raped and tortured while  Lt-Col Okuntimo was in command. Asked if he ever saw his commander  receive money from Shell, he said he witnessed it on two occasions.</p>
<p>Mr  Ejiogu described in detail how, just days before the Ogoni elders were  murdered, he drove with Lt-Col Okuntimo to Shell&#8217;s base in Port  Harcourt, where the officer received seven large bags of money. &#8220;I was  there when other soldiers were carrying the Ghana Must Go bags,&#8221; he  testified. The bags were so heavy the soldiers had difficulty carrying  them, and one fell open. &#8220;The thing opened,&#8221; Mr Ejiogu said. &#8220;I saw it  was money in bundles. He said, wow, this is money. I say, yes man, it is  money.&#8221;</p>
<p>On another occasion, Mr Ejiogu  witnessed four bags being given by a Shell security official to Lt-Col  Okuntimo at the official&#8217;s house late at night.</p>
<p>Another  witness, Raphael Kponee, also due to testify, was a policeman working  for Shell. On a different occasion, he saw three bags being loaded into  Lt-Col Okuntimo&#8217;s pick-up truck by his driver and another driver in  front of the security building at the Shell base. Shell officials have  admitted that money was paid to the officer, but purely as field  allowances for his men, who were protecting Shell property in Ogoniland.</p>
<p>MrEjiogu also offers compelling evidence as to  who may have murdered the four Ogoni elders at a meeting on 21 May  1994. Saro-Wiwa was due to speak but was turned away by the military. Mr  Ejiogu said he heard Lt-Col Okuntimo tell his task force commander to  &#8220;waste them&#8230; in the army you waste them is when you are shooting  rapidly&#8221;.</p>
<p>Within 24 hours Saro-Wiwa was arrested  and charged with the murders. It was implied that he had had the elders  killed because of their moderate stance on Ogoni issues. Despite an  international outcry, he was  hanged in November 1995, following a sham  trial described by the then British prime minister, John Major, as  &#8220;judicial murder&#8221;.</p>
<p>A Shell spokesman said  yesterday: &#8220;Allegations concerning Okuntimo and Shell are not new. There  is a lack of any credible evidence in support of these allegations.  Shell Petroleum Development <a id="KonaLink2" href="http://www.independent.co.uk/news/world/africa/ken-sarowiwa-was-framed-secret-evidence-shows-2151577.html#" target="undefined"><span style="color: blue;">Corporation</span></a> and Shell at the time spoke out frequently against violence and publicly condemned its use.&#8221;</p>

<p>When JINN phoned the <a href="http://www.nmafa.si.edu/index2.html">Smithsonian&#8217;s National Museum of African Art </a>Corporate Membership office to express concern about Chevron&#8217;s sponsoring of the event and to ask about the criteria for evaluating prospective sponsors, the Smithsonian replied that it could not divulge its criteria; that they are aware of Chevron&#8217;s track record <span class="il">in</span> <span class="il">Nigeria</span>, but that they did not concern themselves with the political ramifications of what their funders do, since the Smithsonian&#8217;s objective is to fund art.</p>
<h3>JINN, Rainforest Action Network (RAN), and Global Exhange created a postcard (see photos above and below). At each Thursday event, RAN will distribute, collect, and deliver postcards to the Smithsonian.</h3>

<p>Richmond, CA – Hundreds of Richmond community members joined climate change advocates, public health experts, local government and labor leaders today in a colorful march, protest and non-violent civil disobedience at Chevron’s Richmond refinery. After a festival outside the Richmond BART station with music, dancers and speakers, and an hour-long march that wound through the city streets, a mass die-in and nonviolent civil disobedience took place at the refinery gates. Thirteen people were arrested.</p>
<p>The actions outside Chevron were organized by a new coalition–The Mobilization for Climate Justice-West–whose goals are to get Chevron to “cap the crude” at its Richmond refinery and to get al l corporations, including Chevron, out of the international climate talks in Copenhagen in December. Chevron wants to process heavier crude at its Richmond refinery. Refining heavier crude will result in more air pollution, greater greenhouse gas emissions and disease.</p>
<p>“Chevron has the opportunity to do the right thing,” said Mayor of Richmond, <a href="http://www.ci.richmond.ca.us/index.aspx?nid=55">Gayle McLaughlin</a>. “They just need to agree to capping the crude at the level they currently refine.  We want them to put Richmond’s residents to work modernizing and replacing the 80 year old boilers, which sadly they chose to remove from the project several months ago. ”   “We want Chevron to build a cleaner and safer refinery,” said Ana Orozco of <a href="http://www.cbecal.org">Communities for A Better Environment</a>.  ”We want the union jobs to continue to build a refinery that is cleaner and safer for our community.  Our community has been put at risk for too long.”</p>
<p><span id="more-1345"></span>“Chevron has clearly attempted to drive a wedge between workers and the Richmond community in order to avoid being held accountable to the community’s demand for clean air and a healthy environment,” said Charles Smith, Chief Steward of AFSCME Local 444, “We support the community in this struggle.”</p>
<p>After a peaceful, celebratory march through the streets of Richmond, the marchers arrived at the gates of the refinery and were met with a heavy police presence. Participants staged a mass die-in while <a href="http://www.justiceinnigerianow.org">Suanu Bere </a>of Nigeria, Nyunt Than of Burma, Nathan Brinley, a US veteran of the Iraq War, and speakers from Richmond described the death caused by Chevron and its operations around the world. “What is unique about Chevron is the network of Chevron-affected communities that have joined together in opposition to the brutality of the company’s operations,” said Antonia Juhasz, director of the Chevron Program at <a href="http://www.globalexchange.org">Global Exchange</a>. “We are here with groups from across the Bay Area and around the world, banding together to create a mass people’s movement to achieve meaningful policy change to force Chevron and the entire oil industry to be cleaner, safer, more humane, and equitable everywhere.”</p>
<p>After the die-in, a “clean-up crew” entered into the refinery through the police barricade in an attempt to make the refinery cleaner and safer. Thirteen “cleaners” were arrested, including Reverend Kenneth Davis of Richmond, while rally participants supported them with chants and songs. The chalk outlines of the dead remained after the protesters left the refinery.</p>
<p>“The North Richmond community is on the frontline of Chevron’s chemical assault. We have experienced a lifetime of chemical exposure, asthma, cancer and death. These are human rights violations. <a href="http://www.stratsolve.net/West_home.htm">West County Toxics Coalition</a> will fight until there is no net increase in emission from the Chevron Hydrogen Expansion Project,” said Henry Clarke, the Executive Director of the West County Toxics Coalition.</p>
<p>The protest at Chevron was part of a campaign to generate political pressure and “s treet heat” leading up to the international climate change talks to be held in Copenhagen in December. Other protests will be held later in the year and in other parts of the country.</p>
<p>“People, not corporations, should drive the critical climate talks in Copenhagen,” said Ananda Lee Tan, a member of the Mobilization for Climate Justice spokescouncil and the U.S. Campaign Coordinator for the Global Alliance for Incinerator Alternatives. “To date, at the United Nation’s climate talks, corporate lobbyists have outnumbered representatives of governments and civil society groups by a ratio of as high as 4 to 1. We want Chevron and all corporate lobbyists banned from, and frontline community voices represented at these talks.”  ”The MCJ seeks to empower community-based activist groups and networks to lead a global climate justice movement in confronting the root causes of climate change at home,” said Torm Nompraseurt of the <a href="http://www.apen4ej.org">Asian Pacific Environmental Network</a>, “while defining community priorities and self-determination pathways for a new energy economy.”</p>
